Abstract
The current research aims at :
- Build a scale of the managerial excellence characteristics for the managers of students' activities departments in the Iraqi Universities from the sport employees' point of view.
- Identifying the level of the managerial excellence characteristics of the student' activities departments managers in the Iraqi Universities from the sport employees' point of view.
The researchers used the descriptive method by surveying. The samples of building and final application included (249) and (166) individuals respectively, who are staff working at the department of students' activities at the Iraqi government universities. In order to obtain the data, a scale was constructed for the managerial excellence characteristics, represented by (innovative vision, self-confidence, & confidence in others, change, the courage to demonstrate the opinions and suggestions and the managerial independence). The two researchers applied the scale after verifying its scientific requirements. Data was processed statistically using some statistical tools like: the arithmatic average, percentage, simple correlation and T test for two independent samples in addition to Alpha Kronbach coefficient.
The researchers concluded the following:
- Obtaining the scale of managerial excellence characteristics for the managers of students' activities departments at the Iraqi government Universities and this scale is effective in terms of measurement.
- Managers of students' activities departments at the Iraqi government universities enjoy a high level of most of the managerial excellence characteristics from the sport employees' point of view who work in these departments except for the change characteristic that was of moderate level.

یهدف البحث الى :
- بناء مقیاس خصائص التمیز الإداری لمدیری اقسام النشاطات الطلابیة فی الجامعات العراقیة.
- التعرف على مستوى خصائص التمیز الإداری لمدیری اقسام النشاطات الطلابیة فی الجامعات العراقیة من وجهة نظر ملاکاتها الریاضیة.
تم استخدام المنهج الوصفی بطریقة المسح، وضمت عینتی البناء والتطبیق النهائی (249) (166) فرداً على التوالی من الملاکات الریاضیة العاملة فی اقسام النشاطات الطلابیة فی الجامعات العراقیة الحکومیة , وللحصول على البیانات تم بناء مقیاس لخصائص التمیز الاداری والمتمثلة بـ(الرؤیة الابداعیة،و الثقة بالنفس والآخرین ،والتغییر،والجرأة على ابداء الآراء والمقترحات، والاستقلالیة الاداریة) وقام الباحثان بتطبیقه بعد توافر الشروط العلمیة فیه، وعولجت البیانات احصائیا من خلال الوسط الحسابی، والنسبة المئویة والارتباط البسیط واختبار (ت) لعینتین مستقلتین ومعامل الفاکرونباخ.
واستنتج الباحثان الآتی :
- التوصل الى مقیاس خصائص التمیز الاداری لمدیری اقسام النشاطات الطلابیة فی الجامعات العراقیة الحکومیة مع فاعلیته فی القیاس.
یمتلک مدیرو اقسام النشاطات الطلابیة فی الجامعات العراقیة الحکومیة مستواً مرتفعاً فی اغلب خصائص التمیز الاداری وبشکل عام من وجهة نظر الملاکات الریاضیة العاملة فی هذه الاقسام باستثناء خاصیة التغییر والتی ظهرت لدى المدیرین بمستوى متوسط.
